South East Water’s Permanent Water Saving Rules apply across the entire Cardinia Shire. The headline rule is simple: hose-fed and pop-up sprinkler watering of lawns and gardens is banned between 10am and 4pm, every day of the year. This is not a drought-response rule that comes off when the dams refill - it is permanent. Trigger nozzles for hand watering and drip irrigation are exempt and may be used at any time. Outside the daytime window pop-up sprinkler systems are allowed but they have to use a shut-off device that prevents watering during rain.
Why the daytime ban exists.
A pop-up sprinkler running on a Pakenham block at midday in February loses roughly half its water to evaporation before it reaches the soil. The exposed-paddock estates from Officer through to Lakeside catch the north wind in summer and the loss rate climbs further. The rule is partly a catchment-management call and partly a consumer-protection one - daytime irrigation is mostly just buying water vapour. A well-designed irrigation system on a Pakenham block runs pop-ups in the dawn window (4-7am) and drip on independent zones with whatever schedule the planting needs.
The drip-irrigation exemption.
Drip irrigation that emits water directly at the root zone, with no overspray, is exempt from the 10am-4pm ban. A smart irrigation controller pulls real-time rainfall, temperature and evapotranspiration data from a local weather feed and adjusts each zone’s run-time every day. South East Water can declare Stage 1, 2 or 3 restrictions on top of the Permanent Rules during severe drought. Stage 1 typically caps lawn watering at two days per week, before 10am and after 4pm. Stage 2 cuts that further. We can re-program a Hunter Hydrawise or Rain Bird LNK controller from anywhere in five minutes when restrictions are declared - the homeowner doesn’t have to work out which day, which zone, which time. The system arrives compliant whatever stage Cardinia is in.
Keeping fresh Pakenham turf alive within the rules.
New turf is the one situation where the watering rules ease up. South East Water issues a 4-week new-turf watering exemption when notified at the time of laying. That exemption permits sprinkler watering outside the normal hours for 28 days, which lines up neatly with the 6-week establishment period for the most common Pakenham turf varieties - Sir Walter buffalo and Eureka kikuyu in particular.
On every instant turf install we lodge the exemption notification on behalf of the homeowner and program the smart controller for three phases: daily heavy watering for the first 14 days, tapering medium watering through days 15-28, and a maintenance schedule from week 5 onward that drops back inside the permanent rules. By week 7 the turf is on its own root system and the controller is using maybe a third of what it used in week 1.
